Agricultural Land Conversion in Coimbatore: Master Plan 2041, Approvals & Buyer Checks

Planning to build a house or form residential plots on agricultural land? In Coimbatore, the answer begins with a village, a survey subdivision and the approved Master Plan, not a seller’s assurance that nearby land has already been converted.

This guide addresses Coimbatore-specific planning and buyer checks. For the statewide statutory background, see Tamil Nadu agricultural land conversion rules.

In short

Can agricultural land be converted in Coimbatore?

Possibly, but the lawful route is survey-specific. First check whether the site is within a notified planning area. Then verify the currently approved zoning and any Gazette variations. If agricultural-to-residential land-use change is needed, examine the correct procedure; after that, separate layout or building permission may still be necessary.

A Patta labelled Punjai, a registered sale deed or a neighbouring house does not prove that a residential layout or building can be approved.

01 / Identify the property

The first question is the survey number, not the village name.

Coimbatore landowners sometimes ask, “Can agricultural land near Sulur or Pollachi become house sites?” That is not enough information for a reliable answer. Two parcels in the same village may have different planning entries, subdivision histories, road arrangements and restrictions.

Begin with the district, taluk, revenue village, S.F. number, subdivision, extent, existing access road and intended development. Compare them across the deed, Patta, A-Register and survey sketch. If an older deed refers to an unsplit survey number, establish the current subdivision correlation before reading the zoning schedule.

01Where?Village, taluk and planning boundary
02Which parcel?Survey and subdivision correlation
03What development? One house, subdivision or layout

It is possible for a nearby property to have received a residential-use variation while your parcel remains agricultural in the planning schedule. A zoning approval is tied to the land identified in the relevant order; it does not spread automatically across neighbouring fields.

02 / Read the actual plan

How to check the Coimbatore Master Plan 2041

The Tamil Nadu Government approved the Coimbatore Master Plan 2041 through G.O. Ms. No. 103 dated 4 July 2025, notified on 7 July 2025. For land within the relevant Local Planning Area, the approved land-use designation and any later variations are crucial to assessing a proposed change from agricultural to residential use.

1

Locate the correct village and map

Use the Coimbatore Local Planning Authority downloads. Identify the relevant approved maps and land-use schedules. The site also lists village-wise map resources. Check which version is approved and applicable.

2

Match the exact survey subdivision

Compare the survey field against the approved schedule. An entry such as a parent survey number with exceptions may exclude particular subdivisions. Do not assume that “residential in the village” means residential for every field.

3

Search for subsequent Gazette variations

The 2041 plan is not frozen on its approval date. Notifications issued under the planning legislation can change the permitted-use entries for specified lands. A base map may not reflect a later published variation unless it has been updated.

4

Read attached conditions and other approvals

A residential-use entry may still be subject to requirements concerning a water channel, access, drainage, public infrastructure or building regulations. Verify the specific permission required for the development, not only the zoning colour.

Check both map and schedule. A map helps locate the land, while a survey-specific written schedule and Gazette variation can establish the precise entry and its legal conditions. If they appear inconsistent, seek an authoritative clarification before committing money.

03 / Published local examples

Three actual Coimbatore land-use variations, and what they teach buyers.

The following examples come from published Gazette notifications. They are not statements about the present ownership, marketability or complete approval status of any particular property. Their value is in showing how precisely the Government identifies land when varying permitted use.

Selected subdivisions

Keeranatham

14 Jan 2026

The published variation specified S.F. Nos. 5/1A1, 5/5A1A1A, 5/5A1B2A and 5/5A1B3. The remaining parts of S.F. No. 5 were treated separately in the agricultural-use entry.

Why it mattersAn entry for the parent survey field is not enough; compare the subdivision.
See Gazette VI(1)/11/2026

Madukkarai Taluk

Chettipalayam

17 Jun 2026

The published variation included S.F. Nos. 57/2, 57/3, 57/4, 57/5, 57/6 and 57/7 as residential use, leaving the remainder of S.F. No. 57 treated differently.

Why it mattersDo not transfer the approval of one subdivision to its neighbouring subdivision.
See Gazette VI(1)/362/2026

Sulur Taluk

Kalangal

9 Sep 2026

S.F. No. 215/2B was moved to residential use. The Gazette also recorded conditions concerning the adjacent watercourse and the necessary access bridge.

Why it mattersResidential zoning can still leave engineering and water-resource conditions to satisfy.
See Gazette VI(1)/449/2026

Consider the Chettipalayam example. If a developer shows an approval involving S.F. No. 57/2, that does not establish permission for every other subdivision within S.F. No. 57. The present deed and FMB must identify which area is actually being sold. The same principle applies to a permitted-use exception recorded in the schedule.

04 / Choose the right route

Which permission applies to your intended residential project?

There are three starting positions. The statutory route cannot be chosen merely because the property lies outside the Coimbatore Corporation limits.

A

Within a planning area

The master plan already permits residential use

Confirm the exact survey subdivision, its present zoning and any applicable conditions. Residential zoning does not prove ownership or provide a ready-made layout or building approval.

What separate development permission does the proposed house or layout require?

B

Within a planning area

The land is in an agricultural-use zone

Examine the legal feasibility of a Change of Use of Land under the applicable planning law and development rules. Permission is not guaranteed, and a variation may attach site-specific conditions.

Can the proposed use be lawfully considered for this survey field?

C

Outside a planning area

The site falls under the non-planning-area framework

Assess Section 47-A and the amended 2017 agricultural conversion rules, including the land classification, prior concurrence, applicable fees and restrictions.

Which local body and statutory concurrence process apply?

One house is not automatically the same as a new residential layout

Suppose a person owns 20 cents of land and wishes to construct a house on an existing parcel. The legal enquiry concerns permitted use, the existing plot and the proposed building. A developer dividing two acres into multiple house sites with internal roads faces different development and infrastructure questions. The permissions required for the two proposals should not be assumed to be identical.

What does a Change of Use of Land application involve?

For a planning-area proposal that requires an alteration of permitted use, the relevant procedure under the Tamil Nadu Town and Country Planning Act and the amended Tamil Nadu Combined Development and Building Rules, 2019 must be considered. G.O. Ms. No. 161 dated 15 October 2025 introduced the Form-IA framework for a Change of Use of Land application. Depending on the route, documents can include ownership records, Patta or TSLR, survey sketches, a site plan and topography information.

Tamil Nadu's online Single Window Portal is the official starting point for relevant development applications. An acknowledgement or file number is evidence of an application, not proof of approval.

Where does the 2017 non-planning-area rule fit?

For a site genuinely outside the notified planning area, the applicable framework may instead involve Section 47-A and the Tamil Nadu Change of Land Use Rules, 2017, as amended in 2025 and 2026. Dry and wet agricultural land follow distinct statutory considerations. A published 2026 amendment relating to wetland concurrence requires a separate commencement notification; its publication alone does not establish that the earlier statutory process has ceased to apply.

For an explanation of the statewide non-planning-area rules, see agricultural land conversion in Tamil Nadu.

05 / The records matter

Documents to examine before converting or buying agricultural land

The documents below are the initial evidence for a legal and planning-feasibility review. The official application will have its own required attachments; the diligence list is broader because permission does not resolve ownership or road-access issues.

RecordWhat it answers
Current sale deed and parent documentsWho owns the parcel, how title passed and whether the applicant has authority.
Patta, Chitta, A-Register and AdangalRecorded ownership details, survey identifiers and agricultural classification.
FMB / TSLR, subdivision and correlation recordsWhich physical area corresponds to the survey field mentioned in deeds and planning schedules.
Master Plan 2041 land-use schedule and village mapThe designated land use for the relevant planning area and subdivision.
Subsequent Gazette variations and conditionsWhether the approved master-plan entry changed after the base map was published.
Access-road evidence, site and topography plansRoad frontage, lawful passage, channels, terrain and the development proposal.
Existing layout and building approvals, if anyWhether the particular activity proposed or advertised is already authorised.

An Encumbrance Certificate helps identify registered dealings, but it does not confirm permitted land use. A planning map may identify residential zoning, but does not establish title. Both must be read alongside the seller's ownership and the development proposal.

06 / Charges & timing

How much does agricultural land conversion cost in Coimbatore?

There is no single Coimbatore-wide fee that can be quoted without the property and the applicable process. If the land falls within the approved planning area, the relevant Change of Use of Land or development charges must be identified from the applicable provisions and project details. The owner may also need survey plans, other official permissions, infrastructure contributions and professional work.

The amended non-planning-area rules prescribe a land-use conversion charge of 3% of the applicable guideline value, plus a ₹1,000 non-refundable scrutiny fee per plot, under that distinct statutory framework. That figure should not be transplanted to an unrelated planning-area application.

Before asking for a cost estimate

Identify the survey number, extent, planning jurisdiction, present zone, number of proposed plots and whether you need only a land-use change or also subdivision, layout and building permission. Those facts determine what charges need to be calculated.

Can the permission be obtained in 30 days?

Do not rely on a fixed promise for the complete conversion and development process. Changes to the non-planning-area dry-land NOC procedure cannot be read as a universal deadline for Change of Use of Land, layout and building permissions in the Coimbatore planning area. A project's timeline depends on the required authority, documentary scrutiny and site-specific conditions.

07 / Coimbatore district

Sulur, Annur, Pollachi, Kinathukadavu, Mettupalayam and adjoining areas

Locality-based searches are useful for finding advice, but cannot establish the applicable legal route. The current planning boundary and correct revenue village control the analysis. Coimbatore Local Planning Authority's published resources contain village-wise records under several taluks, including Annur, Sulur, Madukkarai, Kinathukadavu, Perur and Mettupalayam. This does not mean that every parcel across those taluks is necessarily within the same jurisdiction.

Sulur and Kalangal

Cross-check the exact subdivision and later zoning variations. Land near channels or access infrastructure may attract conditions.

Annur and Keeranatham

Read parent-field entries with exceptions. A particular approved subdivision need not determine its neighbouring field's zone.

Chettipalayam and Madukkarai

Verify whether the land falls under the applicable approved schedule, and distinguish a zoning variation from the proposed layout.

Perur and Thondamuthur

Check the individual village schedule, road access, physical site features and any gazetted change after the base plan.

Kinathukadavu and Pollachi

Confirm the precise planning-area boundary first. Do not assume a procedure merely because the property is described as rural or agricultural.

Mettupalayam and Karamadai

Verify village jurisdiction, access and topographic or other restrictions that may matter to the intended project.

These are starting points for document selection, not claims that particular unnamed properties are residential or eligible for conversion.

08 / Decision before payment

What a buyer should verify before paying an advance

A buyer may be told that the property is “DTCP-approved”, “conversion pending” or “Punjai, so building is easy”. Each statement should be tested against a separate official record.

  1. 01

Check what the seller actually owns

Compare the current deed, parent history, boundaries, extent, Patta and survey documents. Investigate ownership or subdivision mismatches.

  2. 02

Determine what the law currently permits

Check the planning jurisdiction, master-plan schedule, Gazette variations and site restrictions. Get clarity on any proposed but ungranted change.

  3. 03

Examine the approval for the proposed project

Ask for the actual approval order, approved plans, road schedule and conditions. A land-use variation does not by itself establish that a plot layout has been approved.

  4. 04

Protect the purchase if permission is essential

Where residential use is the main reason for purchasing, consider whether the agreement should make completion conditional on obtaining specified permissions and clarify what happens if approval is refused.

Do not use registration as a substitute for due diligence. The fact that a deed can be registered does not guarantee that a house, subdivision or residential layout can lawfully be developed on the land.

09 / Frequently asked

Questions on Coimbatore agricultural land and DTCP approval

Can agricultural land in Coimbatore be converted into residential land?

Possibly, if the relevant planning or non-planning-area law permits the proposal and the competent authority grants the necessary permission. Start with the exact village, survey subdivision and proposed residential use.

How do I check agricultural land-use zoning under the Coimbatore Master Plan 2041?

Use the Coimbatore Local Planning Authority’s approved land-use maps and schedules, identify the exact village and survey subdivision, and then check subsequent Gazette variations. An online map viewed without the matching schedule may be incomplete.

Is Punjai Patta enough to build a house near Sulur or Annur?

No. A Punjai entry records dry agricultural classification; it is not a building permit. Check the planning boundary, present land-use designation, access and the specific building or land-use permissions.

Is a residential zoning variation the same as DTCP layout approval?

No. A zoning variation changes the permitted use of the identified land. A layout or subdivision proposal has separate requirements, including the approved plan, road and infrastructure conditions as applicable.

Can a village-panchayat site outside Coimbatore city limits still be within the local planning area?

Yes. The planning-area boundary is not identical to the municipal corporation boundary. Confirm the notified planning jurisdiction rather than relying on a panchayat address or postal locality.

What documents should I request before buying land described as “conversion approved”?

Request the actual order and approved drawings, correct survey schedule, current title documents, Patta, FMB/TSLR and any conditions concerning access, drainage or water bodies. Compare these against what the seller proposes to convey.

Does the 3% land conversion charge apply to every Coimbatore property?

No. The 3% charge arises under the amended rules governing agricultural-to-non-agricultural development in non-planning areas. Planning-area Change of Use of Land charges must be determined under the applicable provisions rather than assumed to be 3%.

Does conversion approval guarantee that I can sell a six-plot layout?

No. The developer must establish the separate permissions required to subdivide and form a layout, and must comply with any imposed development conditions. The exact number and configuration of plots matter.

Can I buy now and apply for conversion later?

A future application is not a guarantee of approval. If residential use is essential, investigate feasibility and set contractual conditions before paying an irreversible advance or completing an unconditional purchase.

How long does land-use conversion take in Coimbatore?

There is no reliable universal period for the entire sequence. Time depends on the applicable route, documents, site restrictions, statutory scrutiny and separate planning, layout or building permissions. Do not equate an intermediate NOC time provision with final approval.
